When may I expect to receive my water bill?
Water bills are normally mailed out at the end of the month after Fann Environmental completes meter reads and the bills have been adjusted accordingly. This may vary slightly month to month depending on weather and other circumstances.
When is the bill due?
The due date is printed on each water bill and payment must be received on or before the due date or late charges will be applied.
There are late charges on my bill, why?
If you see late charges on your bill, your previous payment(s) were not received by the due date. The Highland Pines Domestic Water Improvement District (HPDWID) rates and fees are posted on the District’s website.
Will the late charge be waived?
Late charges will not be waived because HPDWID is a government entity bound by District guidelines.
What does the bill look like?
The HPDWID water bill will be a full color page billing statement with a return envelope included. The water bill may contain additional information/messages from the District along with pertinent contact information printed on its face mid-way down. Please review each month’s billing statement for important information and the payment website.
I own property but have a tenant and I want the bill to go exclusively to them, is this possible?
No. The bill must go to the legal owner. HPDWID is a governmental entity. The property owner is solely responsible for the payment. HPDWID can and does lien properties for non-payment, therefore legally, the
owner must be billed. A duplicate water bill can be mailed to another address, but this service may incur additional charges, as determined in the Districts Rate and Fee schedule.
May I sign up to receive my bills via email?
May I receive both an eBill and a paper bill? Yes. The new water bill will contain information to find the online payment portal. Through that portal you can sign up for email invoices, pay your invoices, and see historic account information.
How do I make a water bill payment?
HPDWID will offer multiple payment methods:
Online/Auto Draft Set Up• Directions on how to access your online account portal will be on each water bill. Once you create an online account you will be able to:
• You will establish your own personal username and password and a confirmation email will be sent to you. Please make certain the HPDWID account number is entered exactly as on your bill, including all letters and dashes. Once the account is established your username and password will be necessary to access your account in the future.
• Online payments can include MasterCard, VISA, Discover, American Express, debit cards or e-check.
• The District does not collect or retain customer banking or credit information. This is a third-party service.
• Remember to check spam folders. HPDWID is not notified of eBills that have been marked as spam or returned. It is the customer’s responsibility to make certain eBills are received and that due dates are adhered to. Past due charges will apply if payment is not received by the due date. Accounts that are delinquent may be removed from the eBill option. If removed from eBilling, a paper bill will be sent to the last known address.
Pay by Phone
Your monthly billing statement will include the information of how to pay by phone. This information is also available in the online portal.
U.S. Mail
Please mail your payment in far ahead of the deadline. HPDWID does NOT honor postmarks. HPDWID late charges apply if the payment is not received by the due date. Please make checks and money orders payable to Highland Pines DWID and include your account number as printed on your bill, including all numbers, letters, and dashes.
